“‘It’s not just the amounts of the fines that was aggressive,’ said Fred Campbell, director of Tech Knowledge. ‘The Wheeler FCC was also aggressive in its interpretation of the law and uneven in its approach. It imposed large fines on some sectors of the industry even when the legal basis for enforcement action was relatively weak. … Wheeler’s FCC took no action at all against other sectors even when there appeared to be relatively strong grounds for enforcement.'”
