Spectrum Allocation

Entry in the Table of Frequency Allocations of a given frequency band for the purpose of its use by one or more terrestrial or space radiocommunication services or the radio astronomy service under specified conditions. This term shall also be applied to the frequency band concerned. International Telecommunication Union, Radio Regulations, Art. 1, § 1.16 (2012).

A spectrum allocation specifies the types of radiocommunication services that may use a particular frequency band and the relative priority among different radiocommunication services that share the same frequency band. It is analogous to land use zoning in the real property context.
