Online Video Distributor [OVD]

Any entity that offers video content by means of the Internet or other Internet Protocol (IP)-based transmission path provided by a person or entity other than the OVD. An OVD does not include an multichannel video programming distributor (MVPD) inside its MVPD footprint or an MVPD to the extent it is offering online video content as a component of an MVPD subscription to customers whose homes are inside its MVPD footprint. This term was been created by the FCC during its review of a merger between Comcast and NBC. This definition of OVD is mutually exclusive with the definition of an MVPD even though the FCC has not expressly determined whether an OVD is an MVPD within the meaning of 47 U.S.C. § 522(13).
