Open Video System [OVS]

A facility consisting of a set of transmission paths and associated signal generation, reception, and control equipment that is designed to provide cable service which includes video programming and which is provided to multiple subscribers within a community, provided that the Federal Communications Commission has certified that such system is in compliance with FCC rules. 47 C.F.R. § 76.1500(a).

Congress added provisions for open video systems in the Telecommunications Act of 1996 to encourage telecommunications carriers to compete with cable operators in the video programming market.
